Abstract
Indonesia is one of the countries with the highest levels of disaster vulnerability in the world and ranked third in the WorldRiskIndex 2025 with a score of 39,80. Lumajang Regency is among the regions highly vulnerable to varios disaster threats, including the eruption of Mount Semeru, floods, earthquakes, and extreme weather. This condition is reflected in the increasing number of disaster vents, rising form 121 incidents in 2021 to 186 incidents in 2025. In response to this situation, the Regional Disasater Management Agency (BPBD) of Lumajang Regency intiated the Belajar Ilmu Bencana Sejak Dini (BELI NASI) Program as an effort to build disasater preparedness among students from an early age. This study employed the Effectiveness Theory proposed by Campbell J.P, (1970) as cited in Dyah Mutiarin and Arif Zaenudin (2021), which consists of five indicators: program success, target achievement, program satisfaction, input and ouput levels, and overall goal attainment. The research used a descriptive qualitative method, with data collected through interviews, observations, and documentation. The research informants included the Regional Disasater Management Agency (BPBD), the Departemen of Education, the Ministry of Religious Affairs, Teachers, and Students from six disaster-prone schools. The fidings indicate that the BELI NASI Program has been implemented effectively through socialization activies, evacuation simulations, and the introduction of disaster management equipment, supported by cross-sectoral coordination among related instutions. The program has succeeded in improving students’ knowledge, skills, and disaster awareness behavior. Nevertheless, further improvements are still needed in terms of evaluation mechanisms, equitable target distribution, budget support, and program sustainability to ensure that its benefist can be optimized in fostering a resilient, responsive, and disasater-prepared generation of students both in schools and within the wider community in the future.
