Abstract
The regulation of street vendors (PKL) in the Gading Fajar area, Sidoarjo Regency, has encountered various policy conflicts arising from differences in interests between the government as the policy implementer and street vendors as the target group. This study aims to examine and analyze the dynamics of policy conflict in the management of street vendors based on the Policy Conflict Framework. This research employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation, and analyzed using the Policy Conflict Framework developed by Weible and Heikkila (2017), which consists of three dimensions: policy setting, conflict episodes, and outcomes and feedback. The findings indicate that the policy conflict has not been comprehensively resolved. In the policy setting dimension, differences in interests and perceptions among stakeholders remain evident. In the conflict episodes dimension, the conflict is characterized by resistance to relocation, ineffective communication, and suboptimal coordination in policy implementation. Meanwhile, in the outcomes and feedback dimension, conflict resolution has not been sustainable due to the gap between policy design and its implementation, as well as the lack of integration between regulatory measures and the economic empowerment of street vendors. Therefore, resolving the conflict requires a more integrative, collaborative, and sustainable policy approach to ensure effective street vendor management.
