Abstract

The aquaculture sector holds significant strategic potential in supporting regional economic development and fulfilling the community's animal protein needs. Lamongan Regency has leveraged this potential through the Milkfish Fingerling Center Program (SeGo Bandeng), operational since March 15, 2022, in Wangen Village, Glagah District. However, aquaculture production in 2025 has yet to meet established targets, necessitating a thorough review of the program's implementation. This study aims to describe and analyze the implementation of the SeGo Bandeng Program in Lamongan Regency, with findings intended to provide evaluative input for the Lamongan Regency Fisheries Office. The study employs a descriptive qualitative approach, with data collected through interviews, observation, and documentation involving seven purposively selected informants. Program implementation was analyzed using Charles O. Jones's (1996) theoretical framework, encompassing three dimensions: organization, interpretation, and application. The findings reveal that the program has generally been implemented satisfactorily, as evidenced by the establishment of an implementation team, allocation of Regional Government Budget (APBD) funding, and the development of technical guidelines and standard operating procedures (SOPs). The program has also succeeded in increasing milkfish fingerling production during the 2022–2025 period and expanding marketing distribution to seven regions. Nevertheless, implementation continues to face several constraints, including limited personnel, high turnover among external extension workers, suboptimal information absorption by aquaculture groups due to inadequate supporting facilities, and weak field supervision and digital marketing capacity. Accordingly, strengthening human resources, supporting infrastructure, supervisory capacity, and digital marketing capabilities is essential to enhance program sustainability and achieve the designated production targets.
