Abstract

This study aims to analyze the effectiveness of the Be Smart (People's Student Scholarship) Program as an effort to equalize access to higher education for underprivileged communities in Madiun City. The Be Smart Program is managed by the Madiun City Education Office based on Madiun Mayoral Regulation Number 47 of 2025 concerning the Provision of Scholarships and Educational Cost Assistance. This study uses a descriptive qualitative method with data collection techniques through in-depth interviews, observation, and documentation. The effectiveness analysis refers to Duncan's theory (1973) which includes three dimensions: goal achievement, integration, and adaptation. The results show that these three dimensions have not been implemented optimally. In the goal achievement dimension, there are obstacles such as delays in disbursement of funds and inaccurate DTSEN data as the basis for determining targets. In the integration dimension, program socialization has not been evenly distributed, especially in remote areas, so many prospective recipients learn about the program from fellow colleagues, rather than from official socialization. In the adaptation dimension, although the office has made three regulatory changes, technical obstacles to the registration website and limited digital access are still experienced by the main target group. It was concluded that the Be Smart Program has not been fully effective in increasing access to higher education for underprivileged students in Madiun City
