Abstract
This research is motivated by the Adiwiyata Program as a public environmental initiative that emphasizes collaboration between the government and the school community in creating environmentally conscious and eco-cultured schools. This study aims to describe and analyze the co-production process in the Adiwiyata Program at SMP Negeri 1 Sedati, Sidoarjo Regency. This study employed a qualitative descriptive method focusing on four stages of co-production: co-commissioning, co-design, co-delivery, and co-assessment. Data were collected through interviews, observations, and documentation. The findings reveal that co-production in the Adiwiyata Program involves collaboration among government agencies, school stakeholders, students, parents, and external partners throughout all stages of the program. During the co-commissioning stage, various actors participated in identifying environmental needs and determining program priorities. In the co-design stage, stakeholders collaboratively developed activity plans, implementation strategies, and partnership networks to support the program. During the co-delivery stage, program implementation was carried out through shared roles in environmental activities and the integration of environmental education into classroom learning. Meanwhile, the co-assessment stage involved external evaluations and internal school evaluation forums. The study found that collaboration between the government and the school community contributed to the development of an environmentally responsible culture at SMP Negeri 1 Sedati. However, sustaining participation and motivation among school members after achieving the Adiwiyata Mandiri award remains a challenge, indicating the need for continuous guidance, monitoring, and habituation. Keywords: Adiwiyata, Co-production, Environmental Education, Participation, Public Administration.
