Abstract
A high number of motor vehicles can cause various problems in different regions, such as declining air quality, damage to road surfaces, traffic congestion, and an increase in the number of accidents. To ensure road safety, promote environmental sustainability, and provide public services to the community, the Indonesian government has implemented a policy on motor vehicle inspections. As part of its efforts to improve the quality of public services, the government has introduced a new policy making certain services free of charge, and Lamongan Regency is one of the regions implementing this policy starting January 1, 2024. However, despite the inspections being free, there is low public participation in undergoing motor vehicle inspections. This study aims to examine the implementation of the free motor vehicle inspection policy at the Lamongan Regency Transportation Office, analyzed using the theory of Meter & Horn (1975). The research method employed is qualitative, specifically a descriptive study. The research results indicate that (1) the policy standards and objectives are specific and clear, (2) resources are readily available, (3) interorganizational communication and law enforcement activities are not yet fully optimal because the consistency of policy dissemination has not reached the entire community and law enforcement activities are limited, (4) The characteristics of the implementing agency are not yet fully optimal because it lacks formal ties with the executive branch and relies on informal relationships with policymakers, (5) economic, social, and political conditions impact policy implementation, (6) the attitudes of the implementers as reflected in their understanding of standards and objectives, their neutral and accepting responses, and the relatively high intensity of their responses are significant. Thus, it is concluded that the implementation of the free motor vehicle inspection policy at the Lamongan Regency Transportation Agency has not yet been fully optimized.
