Abstract
This study aims to critically evaluate the policy implementation regarding the handling of village head neutrality violations during the 2024 General Election by the Election Supervisory Body (Bawaslu) of Sidoarjo Regency. The issue of village head neutrality serves as a crucial determinant in the quality of local democracy, given the substantial political legitimacy and sociological influence possessed by village officials at the grass-roots level. To dissect the dynamics of law enforcement from upstream to downstream, this study applies the policy evaluation model by Bridgman and Davis (2000), which encompasses four key indicators: input, process, outputs, and outcomes. A descriptive qualitative method was employed, with data gathered through passive participant observation, in – depth interviews with officials from Bawaslu Sidoarjo, the Buduran Sub – district Election Supervisory Committee (Panwascam), and the reported village heads, cross – referenced with official documentation techniques. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldana, and validated through triangulation techniques. The results indicate a systemic asymmetry and disconnection among the evaluation indicators. In terms of input and process indicators, Bawaslu Sidoarjo demonstrated mature human resource and financial capabilities based on a "chamber system," alongside rigid compliance with the due process of law. However, regarding the outputs and outcomes indicators, constrained by jurisdictional limitations, Bawaslu Sidoarjo merely functions as a finding body that generates recommendations, whereas execution remains entirely under the discretion of the Local Government. Consequently, under the outcomes indicator, this policy fails to establish a deterrent effect.
