Abstract

Smallholder sugarcane farming plays an important role in supporting national sugar production. Farm productivity and profitability are influenced by the efficiency of input utilization and the partnership schemes implemented by farmers. This study aims to identify the partnership schemes of the Profit-Sharing System (SBH) and the Sugarcane Purchase System (SPT), to analyze the level of technical efficiency and its determining factors, and to examine the profitability of smallholder sugarcane farming in the operational area of PG Gempolkrep. Data were collected through direct interviews with smallholder sugarcane farmers using a structured questionnaire. Technical efficiency was measured using Data Envelopment Analysis (DEA) with an input-oriented approach under the Variable Return to Scale (VRS) assumption, while the factors affecting technical efficiency were analyzed using a Tobit regression model. Profitability was assessed by comparing actual and optimal conditions based on the technical efficiency targets generated by DEA. The result finding thar the average technical efficiency score was 0.98, indicating that farmers had achieved 98% efficiency, with a potential efficiency improvement of 2%. The Tobit regression results indicated that farmers’ age had a negative effect on technical efficiency, whereas the roles of financial institutions and sugar mills had positive effects. Achieving technical efficiency was able to reduce production costs by IDR 2,942,371 per hectare. Under the SBH scheme, farm income increased from IDR 17,647,251/ha to IDR 20,479,723/ha, while under the SPT scheme, income increased from IDR 3,192,006/ha to IDR 6,115,097/ha. Both partnership schemes were economically feasible; however, the SBH scheme generated a higher level of profitability than the SPT scheme.
