Abstract
The Pekarangan Pangan Lestari (P2L) program in Madiun City is implemented as a strategic effort to strengthen household-level food security in urban areas with limited productive land. This study aims to describe group performance, measure the level of program effectiveness, and analyze the priority factors that need to be improved. The sample determination was conducted on 15 active P2L groups with a total of 80 respondents. Primary data collection was carried out through observation and interviews using a Likert scale questionnaire instrument. Data analysis methods used quantitative descriptive analysis, effectiveness ratio measurement, and gap analysis. The results showed that: 1) The performance of P2L groups in Madiun City overall ran very optimally, with the breakdown of indicators being right on target (84.37%), socialized (91%), achieved (92%), and monitored (83.75%). 2) The effectiveness level of the P2L Program is classified as Highly Effective with an average of 87.64%, where the food accessibility indicator recorded the highest achievement level. 3) Based on the gap analysis, the main priority factor that needs to be improved is the food utilization indicator (42.50% gap). This gap is caused by the tendency of members to prioritize selling the harvest over self-consumption for family nutrition fulfillment. Recommendations for improvement are focused on making harvest proportion agreements, increasing the independence of seedling houses, and diversifying income sources.
