Abstract
This research is motivated by the increasing prevalence of non-communicable diseases (NCDs) such as hypertension and diabetes in the community, which is influenced by low awareness of healthy lifestyles. Although the Healthy Living Community Movement (GERMAS) Program has been implemented, its implementation at the village level, particularly through the PTM Community Health Posts (Posbindu), has not been optimal. The research challenges lie in the low community participation in Posbindu activities, limited human resources and infrastructure, and ineffective socialization and coordination strategies among program implementers. The purpose of this study is to analyze the implementation of the GERMAS policy in preventing NCDs in Wage Village, Sidoarjo Regency, based on Merilee S. Grindle's theory, which emphasizes the power, interests, and strategies of actors. The method used is qualitative research with a descriptive approach, using interviews, observation, and documentation techniques. The results indicate that GERMAS implementation has been quite successful with the involvement of various actors and increased community awareness. However, obstacles remain in ensuring equitable participation and effective program implementation. Therefore, strengthening implementation strategies and increasing synergy between relevant parties is necessary.
