Abstract
This study aims to evaluate the implementation of the Collaborative, Inclusive, Sustainable, Independent, and Prosperous Economic Empowerment Program (Peti Koin Bermantra) as an effort to alleviate poverty in Sampang Regency. The study was motivated by the high poverty rate in Sampang Regency, which remains one of the regions with the highest percentage of poor people in East Java Province despite the implementation of community empowerment programs. This study used a qualitative descriptive method with the CIPP evaluation model approach, including context, input, process, and product evaluation. Data collection techniques were conducted through interviews, observations, and documentation. The research informants consisted of the East Java Provincial Development Planning Agency (Bappeda), Sampang Regency Bappeda, related technical agencies, program facilitators, and community groups receiving program assistance. The results showed that in the context aspect, the program was in accordance with the needs of productive poor communities in Sampang Regency. In the input aspect, budget limitations were still found. In the process aspect, the implementation of the program had been carried out through mentoring and monitoring mechanisms, but it had not been fully optimal due to the limited coverage of beneficiaries and obstacles in managing group business finances. In the product aspect, the program was able to increase the income of community groups receiving assistance, but it had not provided a significant impact on reducing the poverty rate in Sampang Regency as a whole. Therefore, strengthening assistance, expanding the target of beneficiaries, and improving sustainability through program digitalization are needed so that the poverty alleviation goals can be achieved optimally.
