Abstract

Current developments in the job market create problems regarding workforce skills differences and fluctuating unemployment rates in Surabaya City. In response, Disperinaker Surabaya organized the Certified Job Training Program to improve the skills and competitiveness of local workers. This study aims to analyze the effectiveness of the program's implementation in reducing unemployment based on Duncan's theory in Steers (1985). The method used is descriptive qualitative, where data were collected through interviews, observation, and documentation, then analyzed using the interactive model technique. The results indicate that the goal achievement aspect runs well through intensive 13–14 day training, resulting in high graduation rates, official BNSP certification, and successful job placement for graduates. The integration aspect is clearly realized through widespread information dissemination that attracts many applicants, alongside good cooperation with private LPKs and partner companies. Meanwhile, the adaptation aspect shows a good ability to adjust by providing 22 skill choices (such as the K3, Barista, and Culinary fields) according to market needs, although partner LPK physical facilities still need improvement. Overall, this program is effective in improving the quality of the local workforce.
