Abstract

Public policy implementation in the decentralization era plays a fundamental role in strengthening regional fiscal capacity, specifically through the collection of tourism levies at the Gunung Anyar Mangrove Botanical Garden (KRM) Surabaya. The transition of this area from a free conservation site to a paid tourism destination in early 2024 aims to support operational costs, facility maintenance, and increase the Regional Original Income of Surabaya City. The purpose of this research is to describe and analyze the implementation of the tourism levy policy at the Gunung Anyar Mangrove Botanical Garden to ensure the sustainability of the destination. This research is analyzed using George C. Edward III's policy implementation model, which includes four main indicators: communication (transmission, clarity, and consistency), resources (human resources, authority, and facilities), disposition (implementer attitudes and commitment), and bureaucratic structure (SOP and coordination). The research method used is a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation. The results of this research indicate that the levy policy has successfully achieved fiscal targets with an accumulated PAD reaching IDR 1.55 billion in the last two years; however, its implementation is not yet fully optimal in public service aspects. Major challenges include declining visitor numbers, a weakened local MSME economy with revenue drops of 50-70%, basic infrastructure constraints such as the lack of backup power (generators), and top-down communication patterns with business actors.
