Abstract
This research is motivated by social welfare issues regarding the handling of psychotic vagrants in Surabaya City. This study aims to evaluate the social welfare services for psychotic vagrants at UPTD Liponsos Keputih Surabaya. The research method used is a descriptive qualitative method with data collection techniques through interviews, observation, and documentation. The results show that the effectiveness aspect of the services has run reasonably well and in accordance with the Standard Operating Procedures (SOP), from the intake to the discharge stages. However, it still faces administrative obstacles regarding the clients' civil identity documents, and post-discharge assistance is not yet optimal. The efficiency aspect shows that time and cost management have been quite efficient, although human resource efficiency is not yet optimal due to the limited number of caregiving staff compared to the larger number of clients, resulting in overcapacity. In the adequacy aspect, the services are considered capable of meeting the basic needs and coaching programs for the clients, but are not yet fully capable of handling advanced mental disorders. The equity aspect indicates that basic facilities have been provided fairly to all clients, although the distribution of additional assistance is adjusted based on the clients' active participation. In the responsiveness aspect, the caregiving staff is considered capable of responding well to the needs and conditions of the clients through direct services and cross-agency collaboration. Meanwhile, the appropriateness aspect shows that the services are well-targeted and provide benefits to both the physical and psychological conditions of the clients. Based on the research findings, it can be concluded that the social welfare services for psychotic vagrants at UPTD Liponsos Keputih Surabaya City have run effectively and provided positive impacts, but are not yet fully optimal. This is because improvements are still needed in the quantity of human resources, medical referral capacity, and post-discharge supervision to maximize the overall quality of services.
