Abstract

This preliminary design report presents the establishment of a Carbonyl Chloride (Phosgene) production plant utilizing the phosgenation process of carbon monoxide and chlorine with activated carbon catalyst. The plant is designed with a production capacity of 55,000 tons/year and is planned to be located in the PT Krakatau Industrial Estate Cilegon (KIEC), Gunung Sugih, Cilegon, Banten, occupying an area of 71,509 m². The plant operates continuously for 330 days/year and 24 hours/day under a Limited Liability Company (PT) organizational structure with a Line and Staff system employing 164 workers. The main raw materials used are carbon monoxide (CO) and chlorine (Cl₂), supported by activated carbon catalyst and toluene as absorbent. The production process consists of five main stages: raw material preparation, phosgenation reaction in a multitube reactor, product purification through condensation and flash separation, absorption of residual phosgene using toluene to form 20% phosgene solution, and recycle of unreacted gases to improve raw material efficiency. The reaction is highly exothermic; therefore, Dowtherm A is utilized as cooling medium to maintain optimal reactor temperature and conversion. The process achieves a carbon monoxide conversion of 95%, producing 6,944.44 kg/hour of Carbonyl Chloride and 709.18 kg/hour of Phosgene Solution 20% as by-product. To support plant operations, utilities required include 768.60 lb/hour of steam, 10,891.70 kg/hour of Dowtherm A, 387.46 m³/day of water, and 143.57 kWh/day of electricity supplied by PLN and generator sets. Economically, the plant is designed with a 2-year construction period and a 10-year plant lifetime. The project requires a Fixed Capital Investment (FCI) of Rp 833.25 billion and a Total Capital Investment (TCI) of Rp 1.67 trillion. Economic evaluation indicates that the project is financially feasible, with a Return on Investment (ROI) of 27.2% before tax and 21.84% after tax, a Payback Period (PBP) of 4 years and 10 months, an Internal Rate of Return (IRR) of 17%, and a Break-Even Point (BEP) of 38%.
