Abstract
Deaf individuals often face communication barriers and social stigma that limit their participation in public life, including in urban environments such as Surabaya. The "TIBA" Community (Tim Bisindo dan Aksesibilitas) serves as a social space that positions the Indonesian Sign Language (BISINDO) as the primary medium for creating more accessible and equitable interaction between Deaf people and hearing individuals. This study aims to analyze the use of BISINDO in social interaction and its teaching strategies within the TIBA Community in Surabaya as a manifestation of inclusive communication. A descriptive qualitative approach was employed, involving six informants from within the community, consisting of the community founder, sign language interpreters, and Deaf instructors. Data were collected through in-depth interviews, direct observation of socialization activities and learning classes, and documentation, then analyzed using the Communication Accommodation Theory (CAT) framework. The findings reveal that BISINDO functions simultaneously as a functional communication tool, a social accommodation mechanism, and a marker of Deaf cultural identity. Communicative success relies not only on hand movements, but also on non-manual components such as facial expressions and body gestures as carriers of conceptual meaning. The TIBA Community applies convergence strategies through the use of multimodal media, including videos, interactive games, and direct practice, to help hearing participants gradually acquire sign language. At the same time, divergence is maintained through teaching ethics that position Deaf individuals as the primary authority over their own language. Regional sign variations are also embraced as local cultural richness that strengthens, rather than disrupts, social cohesion within the community. This study concludes that BISINDO in the TIBA Community has successfully built more equitable social integration and reduced the communicative gap between Deaf and hearing individuals, with the recognition of Deaf cultural authority as the cornerstone of sustainable inclusive communication.
