Abstract

This study aims to analyze the effectiveness of the implementation of the Government Purchase Price (GPP) policy for grain by Perum Bulog Mojokerto Area in Jetis District and identify the influencing factors. This research uses a mixed-method approach combining quantitative and qualitative data. Data analysis methods include descriptive analysis, SEM-PLS and Guttman scale. The results show that the implementation of the GPP policy has been carried out quite well according to procedures, covering communication, resources, disposition and bureaucratic structure. However, several constraints remain, such as limited drying facilities, harvesting equipment and Bulog partner capacity. SEM-PLS results indicate that all variables significantly influence policy effectiveness, with resources and communication as dominant factors. The overall effectiveness level is categorized as effective. In conclusion, the GPP policy helps stabilize grain prices and protect farmers’ income, although improvements in infrastructure and coordination are still needed.
