Abstract
The design of a website-based fisheries management system using the Scrum method was carried out to assist the fishing community in Batu Merah Village, Batam City, in addressing operational challenges such as recording catches, managing stock, and tracking sales. This system was designed to improve efficiency and transparency, digitize administrative processes, and accelerate access to relevant market information. The Scrum method was chosen due to its flexibility, allowing iterative system development with direct input from users. The design process involved several main stages, including identifying user requirements, preparing the product backlog, and managing sprints. UML diagrams, such as use case, sequence, and class diagrams, were utilized to illustrate user interactions, workflows, and the system’s data structure. The implementation of key features, including catch recording, stock management, and sales reporting, ensured ease of use for fishermen and collectors. The system was also designed to be responsive across various devices to support technology adoption within the local community. The results of this project demonstrate that the integration of technology in fisheries management can improve the productivity of the local fisheries sector. Features such as real-time stock recording, access to market information, and support for collaboration among business actors contribute to enhanced transparency and operational efficiency. Feedback from users during sprint reviews served as the basis for continuous improvement, enabling the system to better meet their needs. By applying a Scrum-based approach, the development of this website successfully provided an adaptive and user-centered solution to address the problems faced by the fishing community. Furthermore, this system has the potential to support digital transformation in the fisheries sector and sustainably improve the economic welfare of fishermen in Batu Merah Village.
