Abstract
The Child Identity Card (KIA) is a government program aimed at providing official identification for children as a form of legal protection and fulfillment of constitutional rights. In Jombang Regency, the implementation of the KIA program is carried out through the innovation called “Pak Kiai Saleh” (Innovative Child Identity Card Printing Service Through School Collaboration), which involves cooperation between the Department of Population and Civil Registration and schools. This study aims to analyze the implementation of the Pak Kiai Saleh program, as well as the supporting and inhibiting factors in its execution. The results show that the Pak Kiai Saleh program has been quite effective in increasing KIA ownership through outreach services to schools. However, its implementation still faces several obstacles, such as limited socialization, low public awareness, and incomplete administrative documents.
