Abstract

Public service is an essential part of state administration and national development efforts. It aims to meet the needs and expectations of citizens efficiently, appropriately, openly, and fairly. Inclusive service is one of the important efforts to realize justice and equality in access to various public services. This is in accordance with Trenggalek Regency's commitment to providing friendly and accessible public services for people with disabilities. This study uses a qualitative approach with descriptive methods. The researcher chose to concentrate on the implementation of the NASI UDUK PEDAS program at the Population and Civil Registration Office of Trenggalek Regency. Ripley and Franklin's policy implementation theory is used to analyze this program, which includes three factors: apparatus compliance, smooth and problem-free implementation, and performance. Primary data such as observation, interviews, and documentation are used in this study. Secondary data are obtained from internal data, websites, news, journals, and books. To select informants, this study uses a purposeful sampling method. The interactive model developed by Miles, Hubermen, and Saldana is used in the data analysis technique. The standard for data validity in this study is the credibility test. The results of the study show that, based on the implementation theory according to Ripley and Franklin (1986), the NASI UDUK PEDAS program can be said to be implemented but not optimally.
