Abstract
This study aims to analyze the benefits of digital diplomacy for the United Kingdom Government in addressing climate change through the organization of COP26 at the global level. The holding of COP26 in November 2021 in Glasgow placed the United Kingdom in a position that was simultaneously strategic and challenging. As both the host country and the presidency of the world's largest climate conference, the United Kingdom was required to independently establish its global leadership legitimacy amid two concurrent structural pressures: the COVID-19 pandemic, which restricted physical mobility, and its post-Brexit position, which demanded proof of multilateral leadership relevance without reliance on the European Union framework. This study employs a descriptive research design with a qualitative approach. Data were collected through document analysis of official social media posts from the United Kingdom Government and COP26 on the X (Twitter) and YouTube platforms, as well as official government documents and reports. The analytical framework applied consists of the eight benefits of digital diplomacy proposed by Ilan Manor (2016), encompassing the Practice of New Public Diplomacy, Engagement and Listening, Selfie Diplomacy, Online Q&A Sessions, Frame the Nation, Overcoming the Limitations of Traditional Diplomacy, Networked and Collaborative Approaches, and Consular Aid. The findings indicate that digital diplomacy yielded benefits for the United Kingdom Government across three primary areas: the expansion of diplomatic communication reach beyond formal diplomatic communities, and the strengthening of presidential leadership legitimacy through demonstrations of inclusivity and responsiveness. The study further finds that the eight benefits were not realized simultaneously, but rather in a flexible and incremental manner aligned with contextual needs. These findings suggest that within the context of a globally scaled multilateral forum conducted amid a pandemic crisis, digital diplomacy functions not merely as a supporting communication instrument, but as a strategic one.
