Abstract

This study aims to analyze the public value of BUMDes “Jaya Tirta” in enhancing community welfare in Gedongarum Village, Bojonegoro Regency. The research applies the public value theory developed by Mark H. Moore, which is conceptualized through the Strategic Triangle framework consisting of three core elements: legitimacy and support, operational capacity, and substantive value as essential prerequisites for the creation of public value. This study employs a descriptive qualitative approach, with data collected through observation, in-depth interviews, and documentation. The findings indicate that BUMDes “Jaya Tirta” has successfully generated tangible public value for the community of Gedongarum Village. The three elements of the Strategic Triangle operate in a relatively integrated and mutually reinforcing manner. In terms of legitimacy and support, the enterprise has secured trust and institutional backing from stakeholders through transparent accountability reporting mechanisms, both formal and informal community participation, and strong institutional relations with the village government based on Village Regulation Number 2 of 2017. Regarding operational capacity, BUMDes manages 57 personnel in a structured organizational system, operates an irrigation pumping network serving more than 600 hectares of agricultural land, and records a seasonal turnover reaching IDR 3.5 billion, supported by a structured profit allocation scheme (Sisa Hasil Usaha). From the dimension of substantive value, the irrigation services have significantly increased agricultural productivity from 6–7 tons to 10–12 tons per hectare and improved cropping intensity from once to two or three harvests per year. Indirect benefits are also distributed to the broader community through corporate social responsibility (CSR) programs and contributions to Village Original Revenue (PAD). Despite these achievements, several limitations remain, including suboptimal digital transparency, limited training for field employees, and structural dependence on middlemen in paddy marketing, which constrains the potential added value received by farmers.
