Abstract
Children with disabilities deserve special attention in efforts to enable them to live independently. Humans naturally possess potential, including those with physical limitations. Developing their potential for independent living is part of the government's responsibility. State institutions must be present to equip them so they can utilize and develop their potential for themselves and their future well being. This study aims to analyze in depth how the Rumah Anak Prestasi (RAP) Program for children with disabilities in Surabaya City, especially at the Rumah Anak Prestasi Dukuh Menanggal, is implemented. This research uses a descriptive qualitative approach. Data collection was conducted through interviews, observation, and documentation. Data analysis was performed using an interactive data analysis model. The results of the study show that the suitability of the program to the beneficiaries can be seen from the program objectives which are in accordance with the needs of children with disabilities in developing potential, increasing self confidence, and independence. The suitability of the program with the implementing organization is seen from the existence of a competent implementing team, clear division of tasks, and good response to the beneficiaries. Meanwhile, the suitability of the beneficiaries with the implementing organization can be seen from the systematic implementation of the program and is guided by SOP, service information, and applicable regulations so that the activity mechanism takes place in an orderly manner and can be accessed by the beneficiaries and the fulfillment of participant criteria according to the requirements which is reflected in the increasing number of participants registering for the RAP Dukuh Menanggal Program. Overall, this study emphasizes the importance of alignment between programs, implementing organizations, and beneficiaries to ensure the successful implementation of programs for children with disabilities.
