Abstract

This study aims to analyze the Indonesian Government’s economic diplomacy strategy through the Next Indonesia Unicorn (NextICORN) program during the 2020–2025 period in pursuing its ambition to become a digital economy hub in Southeast Asia. The main focus of this research is to examine how the government utilizes this collaborative platform as an instrument to attract Foreign Direct Investment (FDI) to the national digital startup sector. Using Maaike Okano-Heijmans’ three domains of economic diplomacy—commercial diplomacy, trade diplomacy, and financial diplomacy—this study evaluates the effectiveness of NextICORN as a non-state diplomatic instrument. The findings indicate that, through the domain of commercial diplomacy, NextICORN has transformed from merely an investment facilitation program into a strategic economic diplomacy instrument that integrates the interests of state and non-state actors. This synergy has not only driven the growth of national startup valuations but has also strengthened Indonesia’s bargaining position as a leader in the regional and international digital economy.
