Abstract
The purpose of this study is to understand how TikTok users perceive the pros and cons of the vasectomy policy as a condition for receiving social assistance on TikTok. The policy proposal is considered sensitive by some people because it links the reproductive aspect with the government assistance program, thus sparking widespread debate on TikTok. The study uses Alex Sobur's concept of perception, which includes the processes of selection, interpretation, and reaction. The research method used was descriptive qualitative, with in-depth interviews conducted with Fertile Age Couples in West Java who were aware of the policy proposal requiring vasectomy for recipients of social assistance in West Java and had experience using contraceptive methods. The results of the study show that the audience's perception is formed through repeated exposure to content on TikTok, the novelty of the issue involving two sensitive aspects that link reproduction with social assistance programs, and the credibility of Dedi Mulyadi as the Governor of West Java. The audience's perception shows a shift in the meaning of reproduction from an individual's biological right to a means of obtaining social assistance, so the requirement is perceived as unfair and discriminatory. The study also revealed the existence of commodification practices reflected in the policy design.
