Abstract

Polri Super App was launched by the Polri ICT Division to provide digital police services such as SKCK (Police Certificate), STNK (Vehicle Registration Certificate), and SIM (Driver's License) renewal. However, this application faces serious challenges in public adoption. Functional technical problems often occur, including bugs/errors, difficulty in SKCK registration, slow data verification, frequent failures, and frequent application downtime. Therefore, a study was conducted to measure the level of user acceptance of the Polri Super App. This thesis aims to analyze the factors that influence public acceptance of the Polri Super App using the UMEGA model with the addition of variables of Government Capacity, Information Quality, Service Quality, Computer Self-Efficacy, Trust of the Internet, Trust of Government, and Usage Behavior of E-government Application. The method used in this thesis is a quantitative approach with PLS-SEM analysis techniques through SmartPLS 4.1.1.4. Data were collected from 432 respondents using a random sampling approach. The results show that of the 13 hypotheses proposed, 11 of them were proven to be accepted and influenced application acceptance, while the other two hypotheses were rejected. These findings confirm that factors such as government capacity, information quality, service quality, performance expectancy, trust in the internet, and trust in government play a significant role in shaping user attitudes and intentions to continue using the app. This thesis implies that Polri Super App administrators need to strengthen service quality, trust, and transparency to increase technology acceptance among the public.
