Abstract

The Indonesian National Army Bill (RUU TNI) has become a political issue that has sparked public debate because it is considered to have the potential to expand the military's role beyond the realm of defense. This condition raises concerns about the return of military dualism as well as threats to democratic values and civil supremacy. Mass media plays an important role in shaping public perception through the construction of the news they present. This study aims to analyze how Kompas.com and Tempo.co frame the issue of the TNI Bill related to the return of military dual functions. The approach used is qualitative with the Robert N. Entman Framing Analysis method which includes four elements: define problems, diagnose causes, make moral judgement and treatment recommendation. The research data is in the form of news that focuses on the issue of the return of the military duality of the TNI Bill from Kompas.com and Tempo.co which was issued in the period of March 14 – March 21, 2025. The results of the analysis show that Kompas.com tend to frame the issue of the TNI Bill with a focus on procedural aspects and institutional perspectives, placing it as part of the ongoing legislation process. Meanwhile, Tempo.co highlighted this issue by criticizing the potential expansion of the military's role through the bill from the perspective of civil society by highlighting elements of threats to civilian supremacy and the potential return of military dualism.
