Abstract
This study aims to analyze the educational tourism development strategy at the Surabaya Museum after its revitalization as a public learning space in the city of Surabaya. The focus of the study is on identifying internal and external factors that influence the museum, as well as formulating strategies to strengthen its educational function and tourist appeal. This research uses a qualitative descriptive approach supported by quantitative data. Data collection was carried out through observation, interviews with the Curator and Educator of the Surabaya Museum, questionnaires, and documentation. The data was analyzed using the SWOT method with the help of the Internal Factor Analysis Summary (IFAS) and External Factor Analysis Summary (EFAS) matrices. The results of the study show that the Surabaya Museum is in quadrant I, which indicates conditions that support the implementation of the Strength–Opportunity (S–O) strategy, namely utilizing internal strengths to capture external opportunities. Based on these analysis results, the resulting development strategies include: (1) developing a thematic educational tour package called “Learning from Surabaya” in collaboration with schools or universities, (2) forming an educational partnership with the Education Office for regular student visit programs, (3) holding an annual collaborative exhibition themed “Creative in History” with the local art community, (4) developing interactive technology-based educational content (Virtual Reality or Augmented Reality), (5) optimizing digital marketing through official government channels such as wisatasurabaya.go.id, as well as social media @musea.surabaya, @sparklingsurabaya, and @tourism.surabaya, and (6) improvement of museum educator competencies.
