Abstract
Domestic violence remains a growing social issue in Indonesia, significantly affecting family life. Surabaya, one of Indonesia's largest cities, has seen a notable rise in domestic violence cases. Despite efforts by government and civil society organizations, domestic violence handling still faces challenges, such as slow bureaucratic responses, limited human resources, and underutilized technology in complaint services. Agile Governance offers an adaptive and responsive approach to these challenges. Initially used in software project management, it is now applied in public governance, emphasizing flexibility, collaboration, and continuous improvement. This approach advocates for quick responses and innovation to address dynamic societal needs, including domestic violence. This study evaluates the implementation of Agile Governance in domestic violence handling by Surabaya’s Department of Women Empowerment and Child Protection (DP3APPKB). The research aims to assess how the local government bureaucracy applies Agile principles to provide more responsive and efficient services to domestic violence victims. Key principles of Purwanto explored include: a) Value Proposition with Agility Shift, b) Leadership readiness for change, c) Citizen-Centric Approach, and d) Human Resource Investment. The Findings indicate that DP3APPKB Surabaya has partially implemented Agile Governance. However, the application is not yet fully optimal on citizen centric approach and human resource investment dimension.
