Abstract

Plastic waste in Indonesia continues to increase from 2017 to 2025. Research data from Litbang Kompas and the Net Zero Waste Management Consortium (NZWMC) shows that in 2021, 1.93 million pieces of plastic waste were found in six major cities, namely Jakarta, Samarinda, Bali, Makassar, Medan, and Surabaya. The Surabaya City Government has issued Surabaya Mayor Regulation No. 16 of 2022 on the Reduction of Plastic Bag Use. The Surabaya City Environmental Agency, which has been entrusted with the authority to address plastic waste issues in Surabaya, has identified traditional markets as the primary focus of this policy, as Surabaya has the highest number of traditional markets, totaling 141 markets. The North Keputran Market is one of the largest vegetable markets in Surabaya, with the highest number of vendors at 937. The North Keputran Market plays an economic role for Surabaya City, but this vegetable wholesale market faces the issue of excessive plastic waste. The theory used is William Dunn's policy evaluation theory with six criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy, to assess the multidimensional impact of the policy on the North Keputran Market. The research findings indicate that the policy can be implemented effectively, efficiently, and meets the accuracy criterion. However, the policy falls short in meeting the responsiveness, equity, and adequacy criteria.
