Abstract
East Java Province, as one of the provinces with the second-highest population in Indonesia, faces the problem of high unemployment rates. As a preventive measure, the government conducts job training programs to enhance job seekers skills according to industry needs. This study aims to evaluate the implementation of competency-based job training programs organized by the Technical Implementation Unit of the Surabaya Job Training Center in improving participants’ competencies to be able to compete in the workforce. The method used in this study is qualitative descriptive, with data collection techniques through interviews, observations, and documentation. Data analysis was conducted using the CIPP (Context, Input, Process, Product) evaluation model. The results of the study indicate that this job training program is quite effective in achieving the goals that have been set. Participant competence improved after attending the training. However, the program still requires some improvements, such as providing the latest equipment facilities and increasing supervision of alumni.
