Abstract

This study aims to analyze and model risks in the water production and distribution system at the Surya Sembada Drinking Water Company (PERUMDA Air Minum Surya Sembada) in Surabaya City. These risks include increasing clean water demand, high levels of water loss/non-revenue water (NRW), and dynamic internal and external factors, which necessitate a more structured, accurate, and data-driven risk management approach. By integrating the House of Risk (HOR) method and Google Collaboratory, this study identifies dominant risk events and risk agents, then calculates risk priorities using Aggregate Risk Potential (ARP) values. The analysis process is combined with the use of Python-based Google Collaboratory to automate calculations, visualize data, and more efficiently rank mitigations. The results identify several risk agents that significantly impact water distribution quality, as well as prioritized mitigation measures that are feasible through a preventative approach, improved SOPs, and increased monitoring accuracy. The HOR–Google Collaboratory integration has been proven to improve analytical accuracy and help companies design more effective mitigation strategies, thereby supporting operational efficiency and improving the quality of clean water services for the community.
