Abstract
The city of Surabaya has a long history as a cultural melting pot, with a rich ethnic diversity, including Javanese, Madurese, Chinese, Arab, and others. This diversity reflects the long history of the city's formation and fosters the process of cultural acculturation that characterizes Surabaya. However, the impact of globalization and the dominance of foreign cultures have the potential to undermine the preservation of local culture, necessitating efforts to maintain the existence of cultural localities. Community participation is a key determinant in maintaining the sustainability of local culture. Previous research has shown that people with disabilities in Surabaya still face accessibility challenges at various tourist attractions, including museums and amusement parks, while Surabaya itself has a population of 6,144 people with disabilities. This demonstrates the importance of facilities that accommodate their needs, especially in the context of arts and cultural activities. With an inclusive design approach that encompasses two aspects: social inclusivity for people with disabilities and cultural inclusivity, it represents Surabaya's multiculturalism. This design aims to create a public space that represents the city's multiculturalism while also ensuring accessibility and active participation for all levels of society, especially for people with disabilities. The method used is the Pattern-Based Framework, which is applied by identifying patterns of relationships between spatial elements to create a context-relevant design. Through this approach and method, the Surabaya Cultural Center is expected to become an interactive center that not only introduces Surabaya's cultural diversity but also supports inclusivity for all visitors without limitations, encouraging active participation, and supporting social interaction without discrimination, both physically and culturally, which impacts local preservation.
