Abstract

The growth of motorized vehicles in Surabaya, particularly in the area of Jalan Manukan Tama–Jalan Manukan Dalam, has led to an increase in traffic volume that results in congestion, delays, and vehicle queues. This condition is exacerbated by high economic activity and the lack of discipline among road users around the intersection. This study aims to analyze the performance of the unsignalized intersection using the PKJI 2023 method under both existing conditions and five-year future projections. Primary data were obtained through traffic surveys conducted over four days during morning and afternoon peak hours, while secondary data were collected from the Central Statistics Agency of Surabaya. The evaluation results show that the degree of saturation (DJ) under existing conditions is 0.74, increasing to 0.83 in the five-year planning period. Delay ratio values were recorded at 12.68 seconds/vehicle with queue probabilities ranging from 22.36–44.90%, increasing to 14.17 seconds/vehicle and 27.87–55.17% in future conditions. Improvement efforts are carried out through two scenarios, namely truck restrictions at certain hours which reduce DJ to 0.81, and right turn prohibitions on major and minor roads which show DJ road sections A1 = 0.47, A2 = 0.33, B1 = 0.53, B2 = 0.39 with DJ on the interlaced namely J1 = 0.67, J2 = 0.60. This research is expected to be a consideration for local governments in planning traffic management in the urban area of Surabaya.
