Abstract
Probolinggo Regency ranks 11th highest in minimum wages and 6th lowest in open unemployment rates in East Java, indicating relatively good economic and labor market conditions. However, the number of poor people still ranks 5th highest, resulting in the Human Development Index (HDI) being the 3rd lowest in the province. Research data was obtained from the Central Statistics Agency (BPS) for 2013-2023 and analyzed using multiple linear regression using SPSS 27. The results show that the minimum wage has a significant positive effect on the HDI, the open unemployment rate has a negative but insignificant effect, while the number of poor people has a significant negative effect. Thus, increasing the HDI in Probolinggo Regency requires policies that emphasize poverty control in addition to increasing the minimum wage and labor absorption.
