Abstract

In accordance with the Regulation of the Minister of Transportation No. 75 of 2015, Wiyung Sejahtera Hospital, located on Karangan PDAM Street No. 1–3, plans to expand its facilities by adding 109 inpatient rooms. Such a development requires a traffic impact analysis to ensure that the additional activity does not worsen traffic performance in the surrounding area. The increased movement generated by the hospital has the potential to affect the traffic flow, especially on Wiyung Road and its associated weaving sections, which function as an important connector between residential areas, educational facilities, commercial activities, and public services. Wiyung Road, which is divided into two directions, serves as the primary access to Wiyung Sejahtera Hospital. This study applies the 2023 Indonesian Highway Capacity Manual (PKJI 2023) to determine traffic performance, including capacity, degree of saturation, density, travel speed, and travel time during peak hours. The analysis was conducted for two key segments: the main road segment and the weaving section. The results show that the traffic performance on Wiyung Road during the morning peak hour (07:00–08:00) on Tuesday, January 7, 2025, produced a degree of saturation (DS) of 0.70, a travel speed (Vv) of 50.66 km/h, and a travel time (Ww) of 0.019 hours. For the afternoon peak hour (17:00–18:00), the degree of saturation increased to 0.82, with a travel speed of 32.32 km/h and a travel time of 0.032 hours. Meanwhile, the weaving section on Tuesday, January 7, 2025, yielded a degree of saturation of 0.91 in the morning peak hour (07:00–08:00), with a travel speed of 31.71 km/h and a travel time of 0.121 hours. In the afternoon peak hour (17:00–18:00), the weaving section reached a degree of saturation of 1.04, a travel speed of 22.44 km/h, and a travel time of 0.161 hours. These findings indicate that the weaving section shows higher levels of saturation compared to the main road, especially during the afternoon peak hour, highlighting the need for supporting measures to maintain traffic performance following the hospital’s expansion.
