Abstract
Food security is a strategic issue in Indonesia that remains vulnerable to various production risks. This study aims to identify the sources and levels of production risk, as well as to analyze farmers’ behavior in dealing with rice farming risks in Sukodono District, Sidoarjo Regency. The research location was selected purposively because Sukodono is one of the rice production centers with a cultivated area of 2,273 hectares, yet it faces challenges such as unstable irrigation and pest attacks. The research sample consisted of 96 rice farmers determined using simple random sampling based on the Slovin formula, and then proportioned using systematic random sampling. Data were collected through interviews and questionnaires, and analyzed using Failure Mode and Effect Analysis (FMEA), while farmers’ behavior was examined using the Interaction between Risk Attitude and Risk Perception (IRAP) method. The results show that the sources of production risk include climatic, technical, pest, and input factors, represented by 15 key variables. The highest risks include bird pests (RPN 86.08), rat pests (RPN 84.85), labor shortages (RPN 84.27), and unstable irrigation (RPN 83.73). Most farmers (62.50%) exhibit a risk-seeking attitude, meaning they are willing to make risky decisions to obtain higher yields. Mitigation efforts are carried out through traditional pest control, irrigation maintenance, crop pattern adjustment, wise fertilizer use, and employing labor from outside the village. These findings reinforce that farmers’ adaptive behavior plays an important role in maintaining the sustainability of rice production and strengthening food security at both local and national levels.
