Abstract

This study aims to analyze and describe the pentahelix collaboration in shallot governance in Nganjuk Regency. Data were collected through in-depth interviews, observation, and documentation as part of a descriptive qualitative research method. The results show that pentahelix collaboration in shallot governance in Nganjuk Regency has been implemented but not optimally and unevenly throughout the supply chain. Collaboration is relatively strong in the pre-production and production stages but shows significant weaknesses in post-harvest, distribution, and marketing stages. The government acts as the main regulator and facilitator, academics as technology innovation developers, business as input providers and breeding partners, community as main production actors, while media has not played an optimal role as information disseminator. Main problems include limited post-harvest infrastructure, dominance of middleman system in distribution, weak product branding, and minimal media role in information dissemination. To optimize collaboration, formal institutional strengthening involving all five actors equally, downstream infrastructure development, and enhancement of media role as communication bridge among stakeholders are needed
