Abstract

International cooperation between cities has become an important element in the era of globalization, particularly within the context of diplomacy carried out by local governments. The cities of Surabaya and Busan are a concrete example through their Sister City relationship, which began with the signing of a Memorandum of Understanding (MoU) in 1994. This study aims to examine the institutionalization process of this cooperation and its impact on the development of both cities, using the theory of the Institutionalization of Paradiplomacy as the analytical framework. In this research, the author reviews the six points of institutionalization proposed by Kuznetsov and assesses the extent to which these points are applied in the Surabaya–Busan cooperation. The results indicate that although not all indicators are fully met, most aspects of the cooperation continue to run consistently without significant obstacles. The study also highlights the important role of Sister City cooperation in strengthening international relations at the local level, enhancing intercity friendship, and promoting peace and cross-cultural collaboration. The timeframe of this study begins in 1994, marking the start of formal relations between the two cities, and extends to 2025, which represents the latest recorded activities within the cooperation framework. In other words, the cooperation between Surabaya and Busan remains active and continues to develop to this day. These findings are expected to serve as a reference for developing more strategic and sustainable international cooperation policies in the future.
