Abstract

This study examines the implementation of psychosocial rehabilitation for drug abusers through a case study at the National Narcotics Board of East Java Province and Menur Psychiatric Hospital of East Java Province. The research focuses on the rehabilitation mechanisms, the roles of both institutions in the recovery process, as well as the challenges and efforts encountered in implementing psychosocial rehabilitation programs. The study employs an empirical juridical approach through interviews, observations, and document analysis to describe the practical application of rehabilitation in the field. The findings indicate that the rehabilitation process includes assessment, medical services, psychosocial counseling, and continuous support; however, it still faces several obstacles such as limited resources, a shortage of addiction counselors, and varying levels of client motivation. Efforts to improve implementation include strengthening inter-agency coordination, optimizing rehabilitation personnel, and developing post-rehabilitation services. This research underscores the importance of reinforcing psychosocial rehabilitation systems as a humane and effective approach to addressing drug abuse cases.
