Abstract

Persons with disabilities are still far from experiencing justice and are often marginalized, leading to discrimination in fulfilling their rights to public transportation. The City of Surabaya has not yet fully succeeded in developing an inclusive public transport system, particularly in the Suroboyo Bus service. This study aims to examine human governance in the provision of Suroboyo Bus services for persons with disabilities in Surabaya. The research employed a qualitative case study method, with data collected through observation, interviews, and documentation. Informants were selected using purposive and snowball sampling, while data analysis was conducted using the Miles and Huberman model, consisting of data reduction, data display, and conclusion drawing. The findings reveal that the application of human governance principles in the Suroboyo Bus service has begun but remains partial. Social accountability has been practiced through formal hearings and informal channels, yet not fully integrated into decision-making. Civic education is reflected in crew training and public campaigns, though implementation is not continuous. Equality and freedom are encouraged through the involvement of disability communities, but challenges persist due to the lack of empathy among some staff... Participation occurs through forums and public discussions but is not yet systematic. Adaptive administrative performance is demonstrated through regulations and accessibility facilities, although the benefits are not fully realized. Reliability is supported by responsive crews and technology, but consistency remains unstable. In conclusion, human governance in Surabaya’s public transportation shows positive progress toward inclusivity, but stronger regulations, capacity building, and paradigm shifts are needed to ensure justice and equality for persons with disabilities
