Abstract
Developing the institutional capacity of fishermen is an important aspect in increasing the independence and competitiveness of groups, one of which is through Joint Business Groups (KUB) in Sukolilo Baru Village, Surabaya City. However, in reality, various problems are still found, ranging from limited human resources, weak organizational systems, to minimal institutional reform. This study aims to analyze the institutional capacity development of Joint Business Groups (KUB) in Sukolilo Baru Village, Surabaya City. The research method used is descriptive qualitative with data collection techniques through interviews, observation, and documentation. Data analysis uses the interactive model of Miles and Huberman with capacity building analysis according to Grindle (1997) which includes three dimensions: human resources development, organizational strengthening, and institutional reform. The results of the study indicate that human resource development through training is still technical and not sustainable, organizational strengthening faces obstacles in formal communication and limited institutional structures, while institutional reform is ongoing but still encounters resistance to change despite government incentives to encourage adjustment. Therefore, it can be concluded that the institutional capacity development of KUB in Sukolilo Baru Village has not been optimal. Therefore, an integrated mentoring strategy, institutional infrastructure strengthening, and optimal implementation are needed to promote the independence and sustainability of fishermen's organizations.
