Abstract
Violence against women, including domestic violence in Indonesia, is a social problem that continues to increase, as is the case in the city of Surabaya. This condition shows the need for local government strategies to handle victims of violence. This study aims to analyze the strategies used by the UPTD PPA Surabaya City to handle victims of violence. The research method used is descriptive qualitative with a case study approach. This study uses data collection techniques in the form of observation, interviews, and documentation. The focus of this study uses Kotten's strategy theory (Salusu, 2004), which includes elements of organizational strategy, program strategy, resource support strategy, and institutional strategy. Informants were selected using purposive sampling. This study used data analysis techniques according to Miles, Huberman, and Saldana, which included data reduction, data condensation, data presentation, and conclusion drawing. Data validity in this study used triangulation, which included source, technique, and time triangulation. The results of this study indicate that the strategies implemented by the UPTD PPA Surabaya City in handling victims of violence have been quite effective, but there are still shortcomings in the human resource support strategy, namely the lack of a permanent psychologist.
