Abstract

Developing tourist destinations is a crucial strategy for increasing regional competitiveness and encouraging economic growth. Pacitan Regency is known for its diverse and unique natural tourism potential, one of which is Klayar Beach, a leading destination featuring attractions such as a rock formation resembling the Sphinx and a natural phenomenon known as the ocean flute. The focus of this research is on the development strategy using strategic management stages, including strategy formulation, strategy implementation, and strategy evaluation. The research method used was descriptive qualitative, with data collected through observation, interviews, and documentation, and analyzed using an interactive model. The results indicate that the strategy implemented by the Pacitan Regency Tourism, Culture, Youth, and Sports Office is not yet sufficiently developed because the target number of tourist visits has not yet been achieved. While strategy formulation has progressed well, implementation and evaluation remain moderately developed. The main obstacles faced include budget limitations, minimal innovation, limited human resources, and limited implementation of digital service systems.
