Abstract
The Qatar-MENASA (Middle East, North Africa, South Asia) Year of Culture 2022 is the culmination of a decade-long celebration of the Year of Culture organized by Qatar Museums. This collaboration involves collective partner countries located in the MENASA region and is an important milestone in strengthening Qatar's international image as a country that constructs cross-border cultural diplomacy. This study aims to determine the efforts of Qatari public diplomacy in improving international image through the Qatar-MENASA Year of Culture program in 2022. The methodology of this study uses descriptive qualitative methods that focus on data collection through analytical documents, publications of government institutions, and international news media that are relevant to Qatar's public diplomacy efforts in the MENASA region. The theoretical framework used is the concept of Public Diplomacy proposed by Nicholas J. Cull. The discussion of this study will describe the implementation of public diplomacy efforts through the five elements based on listening, advocacy, cultural diplomacy, exchange diplomacy, and international broadcasting. The results of this study indicate that the implementation of Qatari public diplomacy efforts is a strategy for the preparation of cultural narratives that integrate the interests of cultural identity values, narratives packaged as Qatari policy strategies, designing cross-cultural programs involving the international public. By combining these five elements, Qatar has managed to package a cultural narrative that can enhance Qatar's positive image in the eyes of the international public while maintaining long-term cooperative relations in the MENASA region.
