Abstract
Violence against children remains a serious problem in Indonesia, including in the city of Surabaya, which, despite achieving the title of World Child-Friendly City in 2024, continues to experience an increase in cases every year. This study aims to determine and analyze the implementation of penta helix collaboration in efforts to prevent cases of violence against children in the city of Surabaya by involving five main actors, namely the government, academics, businesses, communities, and the media (Tukiman & Hertati, 2023). The research method used is descriptive qualitative with a case study approach. Informants were selected using a purposive sampling technique including informants from DP3APPKB Surabaya City, 17 August 1945 University Surabaya, PT Jasa Marga Surabaya-Mojokerto, Surabaya Children's Forum, and Suara Surabaya Media. Data collection techniques were carried out through interviews, observation, and documentation. Data validity was obtained by triangulation of sources, techniques, and time, while data analysis used the interactive model of Miles, Huberman, and Saldana which includes data reduction, data condensation, data presentation, and drawing conclusions. The research results show that the government plays a role as regulator and coordinator; academics contribute through educational activities and community service; businesses provide support through CSR programs such as capital assistance and basic needs for vulnerable families; the community, through the Surabaya Children's Forum, is active in child protection campaigns, discussions, and education; while the media, through Suara Surabaya, functions as a dual function as a disseminator of information and a means of public interaction. This research confirms that cross-sector collaboration through the Penta Helix model contributes significantly to increasing the effectiveness of child violence prevention. However, closer coordination, network expansion, and program commitment are still needed. This implies that strengthening cross-sector collaboration is key to achieving more effective and sustainable child protection. Keywords: Child Abuse; Collaboration; Prevention; Penta Helix
