Abstract
Poverty experienced by the elderly and people with severe disabilities remains a serious problem in Indonesia, including in Kemlagi District, Mojokerto Regency. Therefore, the government, through the Family Hope Program (PKH), strives to provide social protection in the form of conditional cash assistance to alleviate the economic burden and improve the welfare of these vulnerable groups. This study aims to analyze the effectiveness of PKH implementation for the elderly and people with severe disabilities in Kemlagi District, examine the role of implementing organizations, and identify the impacts felt by beneficiaries. This study used a descriptive qualitative method using interviews, observation, and documentation techniques. The analysis used David C. Korten's implementation theory, which emphasizes the alignment between the program, organization, and beneficiaries. The results indicate that from a program perspective, PKH assistance is relevant to the needs of recipients because it is able to alleviate the economic burden on households and support the fulfillment of basic needs. From an organizational perspective, coordination between agencies and PKH facilitators is quite good, although still hampered by the limited number of facilitators and delays in distribution. Meanwhile, from the beneficiary perspective, beneficiaries experience positive impacts in the form of reduced economic burdens, but some still exhibit dependency, so the goal of independence has not been fully achieved. In conclusion, the implementation of the Family Hope Program (PKH) in Kemlagi District has been in accordance with Korten's theoretical framework. However, improvements are still needed in the amount of assistance, the intensity of mentoring, and empowerment strategies to optimize and sustain the program's benefits.
