Abstract

This study examines in depth the involvement of hexahelix collaboration actors, namely academics, businesses, communities, government, media, and law, in the development of small and medium enterprises (SMEs) in the ex localization of Dolly. The closure of Dolly, which affected the economic sustainability of local residents, prompted various parties to initiate the development of the area into a productive space through the empowerment of SMEs. The method used was descriptive qualitative with data collection techniques in the form of interviews, observations, and documentation. The results of the study show that there are hexahelix actors who play a role in accordance with their respective scopes, although there are still a number of obstacles. Academic, represented by the University of Surabaya, acts as a conceptor that transfers knowledge through community service programs. Business functions as an enabler, serving as the main actor in entrepreneurial activities while also receiving support through Corporate Social Responsibility (CSR). Community serves as an accelerator by providing a platform for MSME actors to grow. Government plays the role of facilitator as well as monitor in business activities. Mass media acts as an expander that disseminates information and shapes public perception. Meanwhile, law and regulation serve as legitimizers that ensure business legality. Therefore, the hexahelix collaboration may be regarded as a comprehensive model for the development of MSMEs in the ex localization of Dolly, as well as in other areas with similar social backgrounds.
