Abstract

This study aims to analyze the forms of criminal fraud committed through the Shopee e-commerce platform, as well as the law enforcement efforts undertaken by the East Java Regional Police (POLDA Jawa Timur) in response to the increasing number of public reports regarding various fraud schemes. This issue serves as the main urgency of the research. The method employed is a normative and empirical juridical approach by examining relevant laws and regulations, and by conducting observations and interviews with investigators from the Cybercrime Sub-Directorate of POLDA Jawa Timur. Primary data were obtained through interviews, while secondary data were collected from legal literature and official police documents. The data were analyzed qualitatively to provide an in-depth overview of the law enforcement process. The findings reveal that fraud conducted via Shopee involves various complex and difficult-to-trace schemes due to the use of digital technology. The main obstacles to law enforcement include limited access to data, lack of human resources, and low public legal awareness. Nevertheless, the East Java Regional Police have taken several steps, such as digital forensic training, official data requests to the platform, and public legal education. Based on Soerjono Soekanto’s theory of law enforcement, effective law enforcement can only be achieved when the structure, substance, and culture of law function in a harmonious and synergistic manner.
