Abstract

The strategic decision between self-production (make) or purchase (buy) of Ordinary Portland Cement (OPC) is a crucial factor for PT. S in maintaining supply continuity and distribution efficiency. This study analyzes the feasibility of self-production versus external purchase by reviewing aspects of demand forecasting, production capacity, distribution, and financial feasibility. Discrete-Event Simulation (DIS) is used to model the distribution process from factory filling to ship loading, while Net Present Value (NPV) analysis is applied to evaluate the medium-term economic benefits. The results show that the two-day-before-shipment production strategy is able to meet the demand for 1,803 tons of OPC with an effective cycle time and loading duration of 9 hours. The financial analysis indicates that the self-production option provides an NPV of Rp2.16 billion, higher than the purchase option with a negative NPV of Rp3.18 billion. Therefore, the make option is considered more feasible because it improves operational efficiency, reduces dependence on external suppliers, and generates greater financial returns.
